Heather Locklear Cleared in Hit-and-Run

Talk about a victimless crime! Prosecutors will not be charging oft vehicularly challenged actress Heather Locklear with a crime after the cops alleged that she hit a no-parking sign and then irresponsibly fled the scene of the incident while failing to report it. She was arrested but not taking into custody on April 17 and she was cited with a misdemeanor hit-and-run after cops traced debris left at the scene back to the actress' car, a black BMW if you must know.
"Physical evidence established that the vehicle involved in the collision was ... registered a 2005 black BMW sedan registered to Richard and Heather Sambora of Westlake Village," Ventura District Attorney Gregory D. Totten said in a statement Wednesday. "Insufficient evidence exists to establish who the driver of the vehicle was at the time of the collision. As a result, no criminal charges will be filed." Okay, while I get that, come on, really? She hit a sign and gets accused of a hit-and-run? It must be a preventative measure, to deter her from hitting a person and running off!
The actress formerly known as Amanda Woodward is currently serving a three-year probation term that stems from a reckless driving charge she plead no contest to. She was arrested for a DUI in September 2008. That charge was ultimately dropped but we're still talking about it…
Should Locklear's license be revoked? She seems irresponsible behind the wheel.
