Justin Bieber filed a complaint against the paparazzo who chased him down the 101 freeway in July at dangerous speeds. The Biebs was cited with a ticket, but contested that he was being harassed and thus filed a complaint against the main culprit. The photographer, Paul Raef, was being charged under a new California law against paparazzi harassment and endangerment, Now, Raef is challenging the law, claiming that he has a constitutional right to photograph Bieber, per The Associated Press.
The law penalizes those who drive recklessly for the purpose of obtaining photographs for commercial use. But Raef and his lawyer are saying it's a violation of his first amendment right. He is the first to be charged under the law, passed in 2010.
Raef was charged on four misdemeanor counts thanks to his reckless pursuit of Bieber down the 101. His plea has yet to be entered.
