In 1990, Kyper made a significant contribution to the history of electro, a style that peaked in popularity five years earlier but remained a seminal force in dance music (if not rap). Dominated by synthesizers, it had obvious roots in Kraftwerk and Giorgio Moroder, as well as Afrika Bambaataa's seminal "Planet Rock." The entirely electronic Tic-Tac-Toe isn't unlike the Egyptian Lover and the World Class Wreckin' Cru's mid-'80s recordings, and unsurprisingly, Kyper appealed to dance clubs rather than hardcore hip-hoppers. Though jams like "Satisfaction," "Work It," and "Dangerous" are catchy enough, the song that stands out the most is the sobering "What Is This World Comin' To," which takes a look at the problems of the world and makes us wish Kyper did more political songs. Had Kyper made variety a higher priority, this CD might have been great instead of merely decent. ~ Alex Henderson, All Music Guide
