    In this last volume of Spectrum Music's series of discs recapping the British musical scene in the mid- to late 1980s, the compilers are clearly going through the motions, with more cookie-cutter liner notes from Daryl Easlea and the usual selections from ABC, Level 42, Swing out Sister, and the Style Council. There's a leaning here toward peace-and-love songs, perhaps reflective of the democracy movements sweeping communist Europe at that time. Unfortunately, much of the material is tepid, with a few uninspired covers and -- with hair metal dominating the U.S. charts at this time -- only one significant stateside hit, Tears for Fears' "Sowing the Seeds of Love." The album was thus a reflection of pop spinning its wheels, and so perhaps not coincidentally represented the final volume of the Music of the Year series as of summer 2002. ~ Joseph McCombs, All Music Guide
